We believe that it is a disservice to students to let them think that government ideally operates without conflict, as if it were possible to enact and administer laws that benefit everyone and harm no one.83, In addition to arguing that controversial issues should be discussed fairly and explicitly, the reviewers in that 1987 study recommended that texts change their focus from imparting information to preparing students to become concerned citizens.
